The Law “On public procurement” goes into effect
in two stages
From April 1st 2016
– for central executive bodies ; – for procurers that operate in certain areas of economic activity. From August 1st 2016 – for the rest of procurers .
Below threshold tenders
Purchases under UAH 200 thous. per year for goods and services (UAH 1.5 mln. for works) are below threshold tenders. Or contracting authorities operating in certain areas of economic activity, thresholds are UAH 1 mln. for goods and services and UAH 5 mln for works.
Above threshold tenders
Purchases above UAH 200 thous. per year for goods and services (UAH 1.5 mln. for works) are above threshold contracts.
Procurement procedures that are announced before the Law goes into effect shall be finished on tender.me.gov.ua. After the Law goes into effect all new procurement procedures shall be announced through one of the authorized e-platforms.
To determine correct market price we advise you to make preliminary market research. Too low or too high price can scared away potential sellers. Use bi.prozorro.org or our website to search for similar tenders. You can check procurement procedure, price and downloaded documents. Invite potential sellers to participate in your tender. You can find them through internet search or by checking similar tenders in our system. After the announcement of your procurement procedure, you can send the link to as many potential sellers as you wish. - Certain platforms have the option of registering as an “Observer”. However, you can find all of the information on bi.prozorro.org without registering.
- The system was developed and created by Ukrainian activists with active support from the IT industry, the government and international experts. It’s creation was financed by commercial electronic trading platforms, who were convinced of the effectiveness of electronic trading when they were involved in its implementation in the Ukrainian business community, and by international donor organizations (EBRD, WNISEF, GIZ). Presently, the system formally belongs to Transparency International Ukraine – a respectable international organization dedicated to combating corruption. Following the completion of the pilot project, the system will be donated to the government.
